When in question as to whether an action is a false start or illegal motion/shift, it is a false start.
When in question, a formation is legal.
When in question, the runner fumbled the ball and was not down.
When in question, the passer fumbled the ball and it was not an incomplete pass.
When in question on a safety-related foul, it is a foul.
When in question on a non-safety-related foul, it is not a foul.
When in doubt, the passer is out of the free-blocking zone.
On a turnover or kick play, when in doubt on a threatened goal line, make it a touchback.
When in question, it is not a touchdown.
When in question, it is not a safety.

St. Cloud Officials' Association (SCOA) trains, mentors, and assigns high school & local college officials in the sports of Baseball, Basketball, Football, Softball and Wrestling
With over 200 members, SCOA was established in St. Cloud MN in 1986 and is a Minnesota State High School League. member. SCOA provides officials to schools throughout Central Minnesota.
Over our proud history, SCOA has had members assigned to MSHSL Championship games and many have moved up to officiate in the NCAA.
The mission of the St. Cloud Officials' Association is to support its members in becoming more skilled and effective athletic officials.
SCOA will accomplish this through clarification and interpretation of rules. Promoting efficient and standard officiating techniques in Baseball, Basketball, Football, Softball, and Wrestling. Each Member will be involved in the following
